KIEV, Nov. 23 - Naftogaz Ukrayiny and Russian gas giant Gazprom on Tuesday will sign an agreement waiving about $8 billion in penalties for lower-than-expected gas imports this year, Naftogaz chairman Oleh Dubyna said Monday.
The development follows talks between Russian Prime Minister Vladimir Putin and his Ukrainian counterpart Yulia Tymoshenko in Yalta last week at which Putin had agreed in principle to wave the penalties.
