KIEV, Aug. 21 – The Central Election Commission must approve extra measures to prevent massive fraud at the Sept. 30 election following its decision to allow casting ballots at home, a Kiev court ruled Monday.

The court backed the lawsuit filed by two opposition groups, including President Viktor Yushchenko’s Our Ukraine and by the group led by former Prime Minister Yulia Tymoshenko.
