BRUSSELS, Sept. 12 - In a major concession to Russia, the European Union and Ukraine agreed on Friday to delay the implementation of their free-trade pact until the end of next year.

At the same time, the EU moved to extend for one year the reduction of customs duties on Ukrainian products to the EU market.
