KIEV, May 28 - President Viktor Yushchenko's top energy envoy on Thursday questioned the idea of building a Libyan oil refinery near Odessa without reversing the Odessa-Brody oil pipeline away from moving Russian crude oil.

Prime Minister Yulia Tymoshenko - Yushchenko’s political rival, who traveled to Tripoli earlier this week - said Libya was interested in building a 10 million metric ton/year oil refinery near Odessa.
