KIEV, Jan. 24 - The government on Wednesday delayed for up to three months signing of production sharing agreement (PSA) with Vanco Energy, an independent U.S. oil company, over oil exploration and development offshore the Black Sea.

The delay is a sign that the project may have been facing a hidden opposition from the pro-Russian government of Prime Minister Viktor Yanukovych, analysts said.
