KIEV, Oct. 9 ??“ Metinvest, the Ukrainian coal mining and steel company owned by Rinat Akhmetov, the country??™s wealthiest citizen, plans to borrow up to $400 million from a group of international banks, a newspaper reported Monday.

The borrowing, if realized, would become the largest loan transaction ever handled by a privately-owned company in Ukraine, setting new borrowing standards.
