KIEV, Sept. 21 ??“ Parliament, by a slim Regions Party-led majority, voted on Thursday to start debates over the 2007 budget submitted by the government of Prime Minister Viktor Yanukovych.

The vote, also backed by the Socialist Party and the Communist Party, was rejected by Our Ukraine, President Viktor Yushchenko??™s party, suggesting that it has been taking the role of an opposition.
