KIEV, Feb. 9 ??“ President Viktor Yushchenko said Thursday he will seek to change the constitution after general election due March 26 and will invite all major political groups to draw up new amendments.

Yushchenko, in an annual address to Parliament, again promised not to take any action against controversial amendments that had been put in effect Jan. 1, shifting much of presidential powers to the legislature.
