KIEV, Oct. 13 - The Constitutional Court ruled Thursday to cancel last year??™s presidential decree that had transferred minority state-owned stakes in two oil refineries to Naftogaz Ukrayny, the state oil and gas company.

The ruling cancels the decree that has been aimed at creating a national vertically integrated oil company with assets in oil extraction, refining and gasoline retail to challenge dominance of Russian oil companies.
