KIEV, Aug. 19 - Ukraine's government approved an order that calls for building two new oil refineries, in Odessa and Feodosia, to alleviate dependence on Russian oil, Prime Minister Yulia Tymoshenko said Thursday.

The order is a major upgrade from an earlier decree approved by President Viktor Yushchenko that had called for building only the refinery in Odessa.
