KIEV, March 18 – Parliament voted Tuesday to approve in the first reading a bill that is aimed at strengthening powers of President Viktor Yushchenko that had been in question since January 2007.

The coalition, however, failed to approve the bill in the final reading, as had been earlier expected, after opposition groups pledged to draft several unspecified amendments.
