KIEV, Nov. 15 – Russia and Ukraine on Thursday failed to agree on natural gas prices and gas transportation tariffs to be charged in 2008, leaving some of the most important energy and economic issues unsettled.

Ukraine needs to know the gas price to make changes to its 2008 budget but the government runs out of time as the country’s fiscal year starts on Jan. 1, 2008.
