KIEV, March 19 - A constitutional majority that would command 300 votes in Ukraine's parliament is being formed by enticing prospective members with offers of up to $8 million, Yulia Tymoshenko said at Monday.

"I can tell you that I spent this weekend talking to deputies. Each of them told me that groups had been formed at the parliament, and $3 million-$8 million had been offered alongside official positions for family members. They are offering everything, and 300 votes are being actually handpicked. Is this democracy?" she said.
