KIEV, July 24 ??“ Parliament??™s pro-Russian coalition, which plans to form the government, voted on Monday to approve a resolution seeking to resume controversial schemes that had been used by well-connected businesses to evade tax payments.

The schemes, used mostly by importers based in so-called special economic zones to skip value added tax and other payments, were cancelled in early 2005 by then Prime Minister Yulia Tymoshenko.
