KIEV, July 21 ??“ Leaders of Ukraine and Georgia, the two major critics of the Commonwealth of Independent States, a Russia-led loose alliance of former Soviet Union nations, skipped an informal CIS summit in Moscow Saturday.

The leaders cited different reasons as an excuse. It is the first time the summit has been ignored fueling speculations that Ukraine and Georgia have been considering to quit the alliance.
