KIEV, March 20 ??“ Telenor, the Norwegian phone giant, on Monday suggested a complicated transaction that would either help it consolidate cell phone assets in Russia and Ukraine or pull out from both markets for good.

The transaction aims to split with its long time Russian partner Altimo, a telecommunications arm of Alfa Group, as the two have been waging a fierce shareholder war for more than a year.
