KIEV, Feb. 2 - The National Commission for Communications Regulation (NCCR) plans to implement the second phase of reducing interconnection rates starting July 1.

According to the commission, the reduction of barriers regarding internetwork calls is one of the priority issues for the NCCR, "especially in the conditions of transition to the active phase of implementation of the mobile number portability service."
