KIEV, Feb. 20 ??“ Kiev Mayor Oleksandr Omelchenko on Monday scrambled to find ways of supporting thousands of real estate investors that had lost 400 mln hryvnias due to a major construction scam earlier this year.

Omelchenko??™s plan apparently calls for the leading Kiev housing construction company and the city government bailing out the investors by building the housing the investors had been promised.
