KIEV, Feb. 1 - The Energy and Fuel Ministry urged state-owned power plants Wednesday to boost by 21% coal reserves to 4 million metric tons before the next heating season begins in October.

This would be an increase from 3.3 million tons of coal that has been stashed in the power plant reserves as of Oct. 15, 2005, the ministry said.
