MOSCOW, Dec. 29 - Russian President Vladimir Putin offered a $3.6 billion loan to Ukraine on Thursday apparently to offset a skyrocketing natural gas price that Russia plans to charge Ukraine starting Jan. 1, 2006.

Ukrainian President Viktor Yushchenko, in comments released hours later, rejected the offer and said the price hike had been suggested by Russia was unacceptable.
