KIEV, Dec. 19 - Russia and Ukraine on Monday failed to make progress in a bitter natural gas dispute as Moscow apparently demanded that Kiev must pay quadrupled gas prices starting Jan. 1, 2006.

Prime Minister Yuriy Yekhanurov traveled to Moscow on Monday for talks with his Russian counterpart Mikhail Fradkov to try to make progress in the talks that had been deadlocked for nine months.
