KIEV, Dec. 1 - The European Union and Ukraine on Thursday signed an energy agreement that anticipates increasing cooperation between the two in helping to diversify regional energy imports, officials said.

The memorandum was signed by British Prime Minister Tony Blair, who holds a rotating E.U. presidency, and President Viktor Yushchenko at an E.U.-Ukraine summit in Kiev.
