MOSCOW, Nov. 14 ??“ Vimpel Communications, Russia??™s second largest cell phone company, has completed a deal to buy 100% of Ukrainian Radio Systems (URS), a small Ukrainian cell phone operator, for $231.3 mln, the company reported.

VimpelCom said the spending includes the purchase price of $206.5 mln, plus a spending of $24.8 mln incurred by URS with prior approval from VimpelCom.
