KIEV, Sept. 22 - Russian nuclear fuel producer TVEL outbid Westinghouse Electric Co. of the U.S. to win a tender for a contract to build a nuclear fuel fabrication plant in Ukraine, the government announced on Wednesday.

The move will further strengthen positions of TVEL, Ukraine’s only supplier of nuclear fuel, and may reverse efforts of the previous government aimed at diversifying the country’s imports of energy.
